There are a variety of comercial and OpenSource tools out there that enable Libraries to manage their public PCs. Typically libraries purchase an assortment of "Point solutions" from separate vendors then have their IT staff integrate them together and deploy and manage the software. However there are also a few turnkey approaches some of which are free and open source.
